Francis Baxter was born on July 24, 1920, in Tourcoing and died on March 26, 1999. He was a renowned French composer and accordionist who joined Sacem on July 19, 1945.
Shortly before his death, on January 28, 1999, he drafted his handwritten will donating part of his rights to the Comité du cœur.

The Francis Baxter Award supports the career of a young composer of popular music and rewards the talent of a professional accordion artist.
The awards presented by the Comité du cœur are named after the author or composer who, during their lifetime or by will, assigned their rights or made a bequest to the Comité du cœur.
